It’s a great program for cleaning up text documents. It removes a lot of lines at a time. I would recommend this program over other freeware. I really like the step-by-step process.

Edit text in batch with GR Remove Empty Lines
Simple, fast and efficient tool for removing empty lines. It is perfectly suited to simple editing of text files, for example in the C++ source codes.
The interface is very simple. You just need to enter the text that you want to be edited. The tool will show you each line it considers to be empty or not, as well as where it will remove the line. If you remove the line, the tool will ask you if you want to save it or just delete it from the file.
The advantage of using the tool is that you don’t have to make any manual changes to the text file. You just need to enter what you want to do, and the tool does the rest.
I like the speed and usability of the tool. I recommend it to everyone.
It is simple and fast. It did not hang or crash during the tests. It has no real purpose, no virtual memory.
It is not a freeware, and the offers are annoying. I think it is better to go for a paid freeware instead.
I highly recommend this tool for editing text files.
I haven’t seen any other tool for this, so I don’t know about its competitors.

Excellent program
It is easy to use. I just found it on my way to other program and just had to check it out. I loved that it didn’t ask me to get the full version. It is easy to use, and it is a good tool.

The Every Student Succeeds Act (ESSA), which was signed into law on December 10, 2015, gives states the flexibility to develop their own academic standards. ESSA is one of the most significant education reforms in decades, in part because it removes the federal government from many aspects of what states are doing with education. ESSA allows state accountability systems to be entirely or partially non-federal in nature.
This grant of flexibility is particularly important for state academic standards because the federal government wants them to focus on a single goal — improving academic achievement by narrowing the achievement gap among groups of students, especially low-income and minority students, and in urban and rural settings. Yet most states have already developed their own academic standards. According to federal law, they are required to have a single set of state academic standards for use in multiple ways.
While they could also pursue the single goal of narrowing the achievement gap, most states have chosen to develop more than one type of standards, with the goal of improving all students’ achievement.
In the past, the federal government has simply relied on states to use the standards they develop to help their students learn to the best of their abilities. Now, the federal government is giving states a new role in evaluating their performance. They will be required to submit school-by-school, year-by-year progress reports for each school and district to the U.S. Department of Education, and to develop goals for improvement for low-performing schools.
Many states, however, have resisted this federal mandate because they do not want to take the time and effort to develop a comprehensive set of standards and improvement goals that will cost significant resources.
But they are now faced with a choice. They can either adopt the federal standards and improve all students’ achievement, or pursue multiple sets of standards and growth goals for specific student groups.
No public school, however, can meet all of its goals and be both academically and socioeconomically successful. States must decide how to achieve a balance between standards and improvement goals for all students and standards and growth goals for specific groups of students.
The Center for the Study of Education Policy, a project of the National Association of State Boards of Education, and the American Institutes for Research conducted a study of the state policy choices in academic standards and academic accountability that are being adopted by states today. This report presents the results of their research, which can help states and school districts make good policy choices that are consistent with what is being proposed by Congress.
